What is the Unity INDEX?
The Unity Index is an objective measurement of a legislator’s willingness to work across the aisle to draft and pass legislation. Their final score is based on both bill sponsorship and votes. The methodology for each state varies slightly based on specific procedures and rules of the specific state legislature.
Why is bipartisanship important?
The simplest answer: “Those legislators who employ bipartisan tactics will distinguish themselves from their peers in their ability to move their bills through the legislative process into law”. Volden and Wiseman’s 2016 paper, a thorough study of the effectiveness of bipartisan Congressmembers, correlates an increase of one on the Bipartisan Index to an average 10% increase in legislative effectiveness for all members of Congress, independent of their seniority, party affiliation, and minority or majority status.
